[Background]
Yuri Petrov

[Personality]
Justice has always been a part of Yuri Petrov's life. He began to learn what justice truly was during his childhood, being told by his father that "if you see bad people, you mustn't turn a blind eye to them." The Heroes in Sternbild used to be people to look up to, people that carried out justice and did a proper job of it. His father, Legend, was the city's first superhero, held in high regard by everybody in Sternbild. Legend encouraged Yuri to "become someone strong who can punish evil." His idea of what constituted "justice" slowly began to distort as he grew older, which is first seen when he takes a stand against his father, ultimately resulting in his death.

Over the years, Yuri slowly began to see what the Heroes called "justice" was false justice, declaring to the actual Heroes that their justice can only go so far and that they were useless. He believes that the Heroes cannot truly save or punish anybody, which is why he has taken on the role of the vigilante Lunatic. His goal, as Lunatic, is to destroy the darkness of the world.

Yuri believes that, since the Heroes aren't doing a proper job and delivering proper "justice" to the people of Sternbild, it is his job to bring atonement to all evildoers for their sins. He believes that all true sinners are cowards and, as Lunatic, he is giving murderers what they truly deserve. He tells Kotetsu, however, that senseless slaughter is against his principles.

His position as one of Sternbild's judges and as a member of the Justice Bureau shows his commitment to serving Sternbild as a civil servant and carrying out justice not just as Lunatic, but as Yuri Petrov. On the surface, he appears calm, collected, and extremely dedicated to what he does in Sternbild, always seen at every Justice Bureau meeting and even going out of his way to be the proper civil servant he is supposed to be. However, beneath the surface lies a man who is expertly concealing the fact that he plays both the role of Lunatic and that of the esteemed judge trying to put Lunatic behind bars.

Yuri lives with his ailing mother who believes that her husband and Yuri's father, Legend, is still alive. However, when corrected by Yuri, she launches into a violent outburst, blaming everything on her son and calling him the devil. His actions can be seen as very cold and toward his mother, however it is highly likely that his attempts to calm her would go nowhere. He neither corrects her nor defends himself against her, possibly a result of the guilt he still feels over his father's death. Yet, despite all of that, his heartless, stoic front is overshadowed by the fact that he does take the time and effort to care for his delusional mother.

He is deeply troubled by the circumstances surrounding his father's death. As a child, he looked up to his father, as most of Sternbild did. However, after seeing his father's actions toward his mother, he made up his mind that he had to be strong and couldn't turn a blind eye, showing his strong (and possibly distorted) sense of justice at a young age. Despite the fact that Legend was a Hero and one of Sternbild's most beloved, Yuri saw what he was doing as reprehensible and took steps he thought necessary to put an end to it. The incident left a scar across his face that he covers out of both guilt and shame. To this day, he struggles with his actions, seeing hallucinations of his father and asking him "How long are you going to torment me?"

[Abilities]
Yuri Petrov, also known as Lunatic, is a NEXT with the ability to generate and manipulate blue-green flames. As a result of several tests, it was discovered that his flames are a great deal hotter than those of Fire Emblem, another flame-wielding NEXT. He is able to craft arrows for use in his crossbow, burn through walls, and launch himself through the air in the same fashion as somebody wearing a jet pack with his flames. He is also able to control what he burns and how much he burns, which is seen when his cape goes up in flames (not burning the rest of his costume).

[Other Facts]
Due to the conflict with his father and an inability to properly control his power when he was a teenager, Yuri has a hand-shaped scar that covers a large portion of his face. The scar is kept hidden under a heavy layer of makeup.

[Affection]
It is safe to assume that any sort of affection is off-limits unless otherwise specified by Yuri himself.

[Fighting]
As the vigilante, Lunatic, Yuri is an excellent opponent. He is he a NEXT with the ability to produce and manipulate fire which he uses to craft arrows for use in his crossbow (which he is adept at using), burn through walls, and launch himself through the air in the same fashion as somebody wearing a jet pack with his flames.

[Other Permissions]
Yuri will only be a threat to others if they have done something very wrong. The only people he attacks are those that are guilty of any crime, especially murderers.

[Application Samples]
[First Person]

[The Dreamberry is propped up on the desk, against a stack of books and various folders, its owner not aware that it has been turned on (or that it even has the capability to turn on by itself). Nobody can be seen at the moment, but the distinct sound of tea being poured into a teacup crafted from the finest bone china, along with a sigh, can be heard.]

Adjusting to life in Somarium hasn't been difficult... I've spoken with two prosecutors, one of them interested in me taking a position on the bench here, but I haven't made that decision yet. Do I really want to become a civil servant in both Somarium and Sternbild?

[A sigh]

And things are certainly easier without having to take care of her.

[The teacup and saucer are carefully placed on the desk, painfully pale skin finally coming into view. An unbuttoned white shirt and locks of gray hair can be seen, but the man's face never passes in front of the camera. He takes a sip or two of his tea, stirring it every so often with a rather plain teaspoon, before calmly setting both the spoon and the teacup on the saucer.

His right hand slowly curls into a fist, pounding into the desk.]

But you, you had to come here! You can't leave me alone, can you?!

[A long pause]

No! I'm doing this for justice! I can't turn a blind eye to all of the evil that I see on a da--

[Another long pause]

I hoped I would be free of you in Somarium... How long will you continue to torment me? This agony will follow me to my grave, won't it!?

[And then he notices the red light shining on the top of the Dreamberry. His fingers uncurl from the fist and reach for the device, shutting it off without a word.]

[Third Person]

It was roughly midday and Somarium was as busy as it normally is - there were people scattered throughout the various districts, going about their business as usual with no idea that there were crimes being committed left and right. Things like this went unnoticed by most, but there will always be criminals. Sinners will always be in need of atonement. Despicable, disgusting, filthy people committing vile, unthinkable crimes. And who was in this place to put a stop to them? The police force? The Heroes?

Sifting through paperwork at his desk in the courthouse, Yuri laughed to himself at the thought of those two groups (or anybody, really) properly delivering a swift and proper judgment. Police weren't capable of such a thing, they have such limitations placed on them by the government that delivering justice was impossible. And the Heroes? They have a skewed sense of justice. It was pathetic. Nobody in Sternbild understood what justice truly was, so why did he hope that Somarium would be any different? Perhaps it was the fact that this was a new place - he had finally broken free from the dark shadow cast over his life, he didn't have to see that revolting Legend statue all over the place and he didn't have to face his mother every night. Nobody (with the exception of Kotetsu Kaburagi, Barnaby Brooks Jr, and Ivan Karelin) knew who Legend was and they didn't care... But criminals existed just the same.

"A murder trial set to begin next week, several small claims to process this week, and a few domestic disputes last week..." he mumbled to himself as he continued to sign off on some papers that needed to be delivered to the Chief Prosecutor. "And the ones that call themselves Heroes are doing absolutely nothing."

The mask and costume were folded nicely in the middle drawer of his wardrobe and, with every court case and every broadcast on the Dreamberry, his mind always drifted back to Lunatic.

Somarium needed Lunatic.

Somarium needed justice.

The people of Somarium needed to atone for their sins.

He smirked - Somarium's savior had finally arrived.
